I applied for a rental home and along with the contract for signing along with a letter which mentioned a 200 franc penalty if I do not end up signing the contract. I am still looking at other houses before making a final decision. Do I really have to pay 200 francs if I don't go through with that contract?

Landlords are not allowed to charge potential renters penalties for not signing rental contracts. It is up to you to decide whether or not you want to enter into a rental agreement, and you cannot be penalized for choosing not to. In your case, the 200-franc penalty is invalid and you do not need to pay it if you choose not to rent that property.
