My room mate accidentally knocked my TV over while we were gaming and it is pretty messed up. Can I file a claim with my liability insurance to cover the damage?

Personal liability insurance policies generally do not cover damages inflicted on a policyholder's property by the policyholder themself. If you and your room mate are both covered by a single liability insurance policy, you will not normally be able to file a claim.
If your room mate has their own liability insurance policy, then they should file a claim with their insurance provider to compensate you for the damages.
