Is liability insurance madatory for dog owners in Switzerland? Does personal liability insurance cover dogs or is there special dog liability insurance?

In Switzerland, liability insurance for pets (including dogs) is normally included in personal liability insurance policies. Some cantons make having personal liability insurance compulsory for dog owners. Others do not.
Liability coverage for dogs varies between insurance policies, so reviewing the coverage provided by your existing or prospective policy is important. Some policies exclude coverage for certain types of dogs. If your existing policy does not offer sufficient coverage, you should consider switching to another policy which does.
