All credit card issuers in Switzerland perform a credit check on credit card applicants. If you have negative ZEK entries, your credit card application will not normally be accepted.
Secured credit cards - which have a line of credit collateralized by a deposit - are not available in Switzerland. However, you can apply for a prepaid card no matter how poor your credit is.
Prepaid cards can accomplish most of the functions of credit cards, such as paying for online purchases and paying at POS terminals. However, they may not be accepted in place of a deposit for all car rentals or hotel bookings.
The moneyland.ch credit card comparison lets you find prepaid cards based on your specific needs. Just select the "Prepaid" filter under "Card type" to limit results to prepaid cards.
