I have seen the term "Volksaktien" used in reference to shares in certain Swiss businesses. What are they and how do they differ from regular shares?

In Switzerland, the term "Volksaktien" is sometimes used to refer to shares in parastatal institutions which are owned by cantonal governments. Examples of these are cantonal stakes in cantonal banks.
