I retired this year, September 2023, and withdrew my 3rd pillar before end of 2023.

I planned to leave Switzerland in August 2024 and move to Brussels.

Where do I have to pay tax on 3rd pillar, in Switzerland or in Belgium?

Pillar 3a assets become taxable the year that they are withdrawn. If you withdrew the money in 2023, then you must declare the withdrawal in your Swiss tax return for 2023 and pay taxes in Switzerland. You do not pay Swiss income tax on the money. Instead, you pay the lower Swiss retirement capital withdrawal tax.
