I missed a couple of car insurance premiums during a dry financial spell and now I received a letter from the traffic office insisting that I turn over my car papers and license plates. How does that make sense? I imagined the insurance company would hound me for payment, but not that they would make it impossible for me to drive.

Any suggestions on how I should deal with this?
